PROBLEM TO BE SOLVED: To suppress the temperature rising at a non-paper passing part of a heating apparatus and to prevent occurrence of electrostatic offset. SOLUTION: A fixing velocity when a recording material passes through a fixation nip is taken as Vp, and a fixing velocity when the recording material does not pass through the fixation nip is taken as Vi, then Vi>Vp shall be satisfied in accordance with the temperature of the non-paper passing part.
