PROBLEM TO BE SOLVED: To provide a new compound which prevents nerve cell death by inhibiting the neurotoxicity of Aβ(amyloidβprotein) and the formation of PHF (paired helical filament) by inhibiting TPK1 (tau-protein kinase 1) hyperactivity in Alzheimers's disease, etc., and is therefore useful as an active ingredient of a medicament used for the basic preventive and/or therapeutic treatment of these diseases. SOLUTION: The 3-substituted-4-pyrimidone derivative is represented by formula (I). A salt thereof, a solvate thereof, or a hydrate thereof are also provided. In formula (I), R<SP>1</SP>is a 1 to 18C alkyl group which may be substituted or a 6 to 14C aryl group which may be substituted; and R<SP>2</SP>is a 1 to 18C aryl group which may be substituted or a 7 to 20C aralkyl group which may be substituted. The medicament is used for the preventive and/or therapeutic treatment of diseases caused by the hyperactivity of tau-protein kinase 1 such as neurodegenerative diseases (e.g., Alzheimer's disease).
