PROBLEM TO BE SOLVED: To provide a chlorination apparatus etc., by which a target value for management of a chlorine concentration in cement can be set high and an amount of activation of recycling resources can be increased. SOLUTION: The chlorination apparatus for adding and treating the chlorine included in the combustion gas extracted from a kiln exhaust gas flow passage from the kiln hip of a cement kiln 1 down to a cyclone of the lowermost stage as a slurry or brine to a rear stage of a cement firing process is equipped with a feeder 25 for the slurry or the brine and a concentration meter 21 for measuring the chlorine concentration in the slurry or the brine or/and a flow meter 26 for measuring the flow rate thereof and a controller for controlling the feeding rate of the slurry etc., by the feeder 25 according to the chlorine concentration measured by the concentration meter 21 or/and the flow rate of the slurry or the brine measured by the flow meter 26. The fluctuation in the chlorine concentration in the cement is suppressed and the target value for management is set high by controlling the feeding rate etc., of the slurry containing the chlorine in correspondence to the chlorine concentration in the cement.
