PROBLEM TO BE SOLVED: To provide an additive for a water floating self-leveling material giving a cement hardened material surface having excellent surface precision, a cement based self-leveling material composition containing the same and a method of manufacturing the same. SOLUTION: The additive for a water floating self-leveling material contains composite powder formed by coating base powder with a nonionic organic compound. The nonionic organic compound is at least one kind of nonionic organic compound expressed by general formula (1) and has≥35°C melting point. In formula (1), R<SP>1</SP>expresses a 14-38C linear or branched alkyl group or a 13-37C linear or branched acyl group, A expresses a 2-valent organic group of -O- or -NH-, BO expresses a 2C or 3C linear or branched oxyalkylene group, (m) is integers of 0-5, where (m) is integers of 1-5 when R<SP>1</SP>is the acyl group.
