<P>PROBLEM TO BE SOLVED: To provide a composition for electrolyte and polymer electrolyte capable of restraining the lowering of capacity when a battery is preserved in a charged state, and to provide the battery. <P>SOLUTION: The polymer electrolyte 23 contains electrolyte liquid and polymer compound. The electrolyte liquid contains a compound having P-O-Si bonding or B-O-Si bonding.
