<P>PROBLEM TO BE SOLVED: To provide a transmission device and a radio communication device, each having good electronic power efficiency and a wide control range of transmission output power, and capable of outputting stable electronic power. <P>SOLUTION: The transmission device 100 operates a high frequency power amplifier 105 as a non-linear amplifier in a first mode, and operates the high frequency power amplifier 105 as a linear amplifier in a second mode. When the amplifier is operated as the non-linear amplifier, an input level of the high frequency power amplifier 105 varies in response to average output power of transmission signals by a variable gain amplifier 107.
