PACKET OUTPUT-CONTROLLING DEVICE, PACKET SHAPER, AND PACKET REPEATER

PROBLEM TO BE SOLVED: To eliminate the need of previous signaling and high costs by preventing transmission quality from being simultaneously deteriorated even in a high-priority flow using a TCP when the total of high-priority packets exceeds the band of an output interface.

SOLUTION: The packet shaper 24 includes: a TCP packet queue 245 for storing TCP packets; a UDP packet queue 246 for storing UDP packets; and a scheduler 247 for outputting a packet from one of the queues into a rate-setting control unit 244. Control based on a total queue length of these queues is performed to suppress deterioration of image quality or tone quality in the AV communications using a connection-oriented protocol like TCP.
