PROBLEM TO BE SOLVED: To provide a baseband signal generating device, etc., for transmitting data with appropriate efficiency corresponding to communication quality by processing the data so as to enable a receiving side to restore the data without recognizing whether processing is subjected to the data of a transmission target. SOLUTION: A transmitter T determines the communication quality of a transmission line L, and generates a symbol of four-valued FSK (frequency shift keying) from the bits of the most and least significant parts of encoded sound data when the communication quality is excellent. The transmitter T generates a symbol of four-valued FSK from the bit of the most significant part of the encoded sound data and a redundant bit of a value "0" when the communication quality is bad. However, a symbol including a redundant bit is set so as to make a symbol value to be the maximum or minimum value among possible four values, and respective bits of the encoded sound data become a value "0" when the bits show the nonexistence of a component corresponding to the bits.
