PROBLEM TO BE SOLVED: To provide a system for effectively utilizing a telephone line in an emergency information system wherein telephone sets connected to respective emergency communication systems are monitored in the case that a plurality of the emergency communication systems are installed, when a free line exists at a remote place, the free line is utilized to activate the emergency information system. SOLUTION: As the system for effectively utilizing telephone lines in the emergency information system, a plurality of the emergency communication systems connected to telephone lines are installed in a wide area network, line management software 10 are installed to the emergency communication systems, the line management software of the one emergency communication system requests the other line management software of the other emergency communication systems to search free states of telephone lines connected to the other emergency communication systems via the wide area network 12, and when the other line management software detects the presence of free telephone lines, emergency communication is made by using the free telephone lines via the wide area network.
