<P>PROBLEM TO BE SOLVED: To provide a fuel cell which is capable of generating power stably for a long period by suppressing permeation of nitrogen through electrolyte membrane and has a high generating efficiency against hydrogen gas supply volume, and a fuel cell system using this. <P>SOLUTION: The fuel cell 10 has an anode electrode 12 which has a catalyst layer 12A having a catalyst and is supplied with hydrogen, a cathode electrode which has a catalyst layer 14A having a catalyst and is supplied with air, and an electrolyte membrane 16 clipped by the anode electrode 12 and the cathode electrode 14.
