PROBLEM TO BE SOLVED: To provide an image forming apparatus in which usability is improved by realizing the loading of development cartridges containing toner of the same color so as to meet convenience for use by a user, in the case of such a configuration that the development cartridges that necessitate the rotation of a rotary unit in order to perform, for example, the operation of agitating toner contained in the respective development cartridges and a development cartridge that does not necessitate it can be both loaded. SOLUTION: A development rotary unit 33 is made loadable with a development cartridge 37K, each having no conditioning fin 45 and containing a black toner (K), in addition to the development cartridge containing a black toner (K) and having the conditioning fin 45 for agitating and re-supplying the toner contained therein. In the case of formation of an image which necessitates an operation of re-supplying a toner by rotating the development rotary unit 33 in order to form it with the development cartridge 37K, the formation of the image is started by moving the development cartridge 37k to the developing position.
