PROBLEM TO BE SOLVED: To provide a reflector, in which a reflecting mirror is integrally formed on the inner surface of a substrate and which is shared by the mirror with a case of a lighting fixture, and to provide a lighting fixture, equipped with the reflector, in which blisters and wrinklings are prevented from being generated on the reflector by improving adhesiveness of the substrate and the reflector, and the light-ray reflectance is enhanced. SOLUTION: The arithmetic average roughness Ra of the reflector-forming surface 10a of the substrate 10, on which the reflecting mirror 20 is formed, is set at most 15μm; and the maximum height Ry thereof is set at most 20μm. Toward the upper layers from the reflector-forming surface 10a, a chemical conversion film 21 of a calcium manganese phosphate-based compound, an undercoat layer 22 of a cresol novolac epoxide resin, a light-ray reflecting layer 23 of Al or an Al-based alloy, and a top coat layer 24 of a straight silicone inorganic paint are formed, thereby obtaining the reflector 2, in which blisters and wrinklings are not generated in the reflecting mirror 20 and which has a high light-ray reflectance.
