PROBLEM TO BE SOLVED: To provide a sludge improving material capable of improving sludge to a state easy to handle so that improved sludge shows neutrality, containing no harmful substance, capable of imparting excellent water retention, fertilizer retention, air permeability and water permeability and capable of also improving sludge to soil suitable for the vegetation of a plant, and a sludge improving method. SOLUTION: The sludge improving material is used for improving physical properties of sludge and based on peat-moss being a natural plant material and incineration ash obtained by burning an organic substance.
