PROBLEM TO BE SOLVED: To provide a proportionally controllable three-way ball valve which is employed for an air conditioning facility or the like of a building. SOLUTION: First, second and third ports 45, 46, 47 respectively opening in a direction orthogonal to an axial line of a stem, a fourth port 48 opening in the axial direction of a stem and to the undersurface of the valve element 32, a first flow passage 50 for connecting the first port 45 and the second port 46, and a second flow passage 51 for connecting the third port 47 and the fourth port 48 are formed in a ball-shaped valve element 32 assembled in a valve body. The first and second flow passages 50, 51 are partitioned by a partition wall 55. The first and second ports 45, 46 keep a space of 180°in the rotational direction of the valve element 32. The third port 47 is arranged in a midway between the first and second ports 45, 46. The first flow passage 50 is made to be a horizontally straight passage. The second flow passage 51 is made to be a tilted passage. A characteristic changing part 60 for substantially linearly increasing a flow rate at a high opening in proportion to a rotational angle of the valve element 32 is provided to a part of the peripheral edge of the first port 45, thereby reducing the cross section of the first port 45.
