PROBLEM TO BE SOLVED: To improve convergence/responsiveness of idling speed control without causing control hunting during idling operation. SOLUTION: An intake air quantity is controlled by jointly using a lift/operation angle variable mechanism capable of continuously changing lift characteristics of an intake valve, and a throttle valve provided in an intake passage. During idling operation, the lift/operation angle variable mechanism is controlled based on deviation between actual rotating speed rNe and target idling speed tNe (S4-S6), and demand output is computed (S7).
