PROBLEM TO BE SOLVED: To improve convergence/responsiveness of idling speed control without causing control hunting during idling operation. SOLUTION: An intake air quantity is controlled by jointly using a lift/operation angle variable mechanism capable of continuously changing the valve lift quantity and operation angle of an intake valve, and a throttle valve provided in an intake passage. During idling operation, the throttle valve is controlled based on deviation between actual rotating speed rNe and target idling speed tNe (S4-S6), and the lift/operation angle variable mechanism is controlled according to the opening TVO of the throttle valve (S7-S9).
