PROBLEM TO BE SOLVED: To provide machining tool and machining method for enabling machining having excellent features of no formation of defects and thermal affected layers in a workpiece, an easy condition control of the machining and high machining efficiency when machining the workpiece by making the machining tool contact and rub the workpiece of high hardness. SOLUTION: This machining tool machines the workpiece by being made to contact and rub the workpiece. A contact part with the workpiece is made of 12Ca<SB>(1-x)</SB>Sr<SB>x</SB>O-7A1<SB>2</SB>O<SB>3</SB>(x shows≥0 and≤1 in expression) crystal including active-oxygen species. In this machining method, the active-oxygen species generated by the contact part at the contacting and rubbing time by using the machining tool and atoms or molecules constituting the workpiece are made to react to remove a product of the reaction.
