<P>PROBLEM TO BE SOLVED: To provide techniques for providing appropriate advertisement information based on income and expenditure information if the income and expenditure of a user vary. <P>SOLUTION: An advertisement information storage part 12 stores advertisement information, an income and expenditure information receiving part 10 receives the income and expenditure information of a user, an advertisement information extraction part 11 extracts advertisement information to be provided for the user from the advertisement information storage part 12 based on the income and expenditure information, and a distribution part 14 distributes the extracted advertisement information to a terminal 1 of the user.
