PROBLEM TO BE SOLVED: To solve the problem that image quality deterioration, such as double reflection (ghost) occurs when reducing block noise or mosquito noise of a pseudo contour or an MPEG compressed motion picture signal. SOLUTION: A video signal is delayed by delay circuits 1-5 and inputted to a weighted adder circuit 6 and a Max-Min calculation circuit 7. Furthermore, in the Max-Min calculation circuit 7, a maximum value and a minimum value around a pixel of interest are determined and its difference is calculated and outputted. In a subtraction circuit 8, the output signal of the weighted adder circuit 6 is subtracted from a source video signal. In a coring processing circuit 9, coring processing is applied to an image signal by an LUT. In a signal selector circuit 10, whether a signal to which coring processing is applied by the coring processing circuit 9 or a signal before coring processing is to be outputted, is decided and outputted in accordance with the output value of the Max/Min calculation circuit 7.
