SOLUTION: A security mode change determination section 22 determines whether or not the security mode should be changed to the other mode based on information including various unsettled sensor information. A security mode set section 21 sets the security mode to a caution preparation mode when the security mode is set to a caution-free mode or a caution mode, and when the security mode change determination section 22 determines the establishment of the first predetermined condition having a high possibility of changing the security mode to the other security mode, and at that time the security mode set section 21 sets the security mode to the caution-free mode or the caution mode when the security mode change determination section 22 determines the establishment of the second predetermined condition different from the first predetermined condition in a determination standard.
