PROBLEM TO BE SOLVED: To strictly manage confidential information by attaining particularization of a manufacturer or the like from a terminal, a system LSI, and a storage section which are illegitimately distributed.

SOLUTION: In the confidential information installation system 120 provided with a storage section 120a for storing first encrypted confidential information EDK (MK)/address resulting from encrypting final confidential information DK by internal confidential information MK and a second encrypted confidential information EMK (CK)/address resulting from encrypting the internal confidential information MK by conversion confidential information CK, and the LSI 120b, and the LSI 120b includes a seed generating section 131 that stores a first constant IDfuse/address including address information and acting like a generation source of a conversion seed, a second constant IDtst being a generation source of a test conversion seed, and a third constant Const and outputs either of the conversion seed and the test conversion seed in response to a test signal.
