<p><P>PROBLEM TO BE SOLVED: To provide a structure which transmits urgent earthquake reports without a delay to mobile terminals of all members limiting only relating persons including a person in charge. <P>SOLUTION: The urgent earthquake reports from a meteorological agency 1 and a real-time urgent earthquake information utilization council 2 are transmitted to mobile terminals 5 through a server 3 of a provider, the Internet 4, a carrier 6, and a radio base station 7. Moreover, the server 3 is given a function of an authentication mechanism 31, to determine the necessary processing of the mobile terminal 5 by function setting 32.
