PROBLEM TO BE SOLVED: To provide a zinc-base plated steel sheet having excellent press-forming property and excellent chemical conversion property. SOLUTION: A composite coating film is formed on a plating layer of the zinc-base plate steel sheet. The composite coating layer contains an N ingredient, at least one element selected from the group consisting of Mg, Al, Ca, Ti, Fe, Co, Ni, Cu, and Mo, and a P ingredient as the film component, the molar ratio (a) to (b) is >0.20 and≤6, where (a) is the total of N ingredient and the group of the metallic elements, and (b) is the P ingredient, and the film deposition is 5-300 mg/m<SP>2</SP>as the P deposition. The film is prepared by applying an aqueous solution containing a cationic ingredient (α) consisting essentially of at least one metallic ion selected from the group consisting of Mg, Al, Ca, Ti, Fe, Co, Ni, Cu, Mo, and NH<SB>4</SB><SP>+</SP>ions and a phosphoric acid ingredient (β) onto the surface of the plating layer on the zinc-base plated steel sheet, and then drying the applied aqueous solution without giving washing with water.
