PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of preventing the easy generation of filming or the like and the deterioration in the quality of an image to be formed in spite of its long-term use by regulating surface free energy and having an excellent cleaning property. SOLUTION: The electrophotographic photoreceptor 1 to be installed in an image forming apparatus in which a contact charging system and a non-magnetic one-component developing system are used, the surface free energy (γ) of the surface is set to 20 to 33mN/m. When the value (γ) is set to a suitable range, excess adhesion of toner and adhesion of foreign substances such as paper powder to the surface of the photoreceptor 1 can be suppressed and the toner and the paper powder can be easily peeled off, so that the cleaning property of the photoreceptor 1 can be improved. Since an image is formed by the photoreceptor 1 having the always clean surface, stable image formation can be obtained for a long period without generating scratches and image quality deterioration.
