PROBLEM TO BE SOLVED: To provide a vibration absorbing type torque hinge or a vibration absorbing type torque limiter which has a simple and easily miniaturized structure and which can damp vibrations by external force in a short time. SOLUTION: In the vibration absorbing type torque hinge composed of an inner ring member, of two or more outer ring members having an inside surface whose inside surface generates torque in the clearance with the outside surface of the inner ring member and which are arranged in parallel along the length direction of the inner ring member and of a housing member which accommodates the outer ring member and which is mutually locked with the outer ring member, the outer ring member and the housing are locked to each other so as to allow at least one of two or more outer ring members and the housing member to relatively move within the prescribed range.
