PROBLEM TO BE SOLVED: To use an electrically conductive polymer for a heat insulating layer to obtain high heat ray shielding properties and visible light transmission and to keep a high heat ray shielding performance for a long period of time by providing a protective layer and an ultraviolet ray absorbing layer by solving the problem that when the electrically conductive polymer is used as a heat insulating film for a window, as the stability is insufficient, it is impossible to keep the high heat ray shielding properties and the visible light transmission for a long period of time. SOLUTION: The transparent heat insulating film comprises the surface protective layer, the heat insulating layer, a substrate, the ultraviolet absorbing layer and a pressure-sensitive adhesive layer.
