PROBLEM TO BE SOLVED: To provide a structure advantageous to a needle-punching apparatus for a fiber web. SOLUTION: The apparatus for needle-punching the fiber web has at least one needle board (1) reciprocally driven in the needle stabbing direction (6) and fiber web passing direction (11), an eccentric wheel-driving device for the needle board, having parallel eccentric wheel shafts (2, 3) driven in two reverse directions forming different angle positions (Ψ), a connecting fragment (5) having a guide arm (8) joint-binding and fixedly binding a bar (4) for linking both eccentric wheel shafts (2, 3), and a reciprocal guide fragment (9) for the guide arm (8) forming a swinging axis line (10) for the guide arm (8) based on the eccentric wheel shafts (2, 3).
