There is provided an information exchange support device for surely executing exchange of information to be exchanged between exchange partners by judging whether a condition for exchanging information between the exchange partners is satisfied. The information exchange support device (1) includes reception means (101), exchange judgment means (102), transmission means (103), and storage means (104). The reception means (101) receives exchange request information including exchange object information to be exchanged and information identifying an exchange partner from a terminal device. The transmission means (103) transmits the exchange object information contained in the exchange request information received, to the terminal device of the exchange partner. The exchange judgment means judges whether the information exchange is enabled by using the exchange request information received and judges that the information exchange is enabled at least when the exchange request information from the exchange partner has been received.
