<P>PROBLEM TO BE SOLVED: To improve the detection accuracy of a motion vector in a motion compensation apparatus using a differential absolute value sum as a motion vector evaluation value. <P>SOLUTION: The feature information (FR) of a present image block is extracted, and according to the feature information, a bit value is given for each pixel in the present image block.
