<P>PROBLEM TO BE SOLVED: To obtain a network-compatible moving image audio distributing system for bidirectionally communicating a moving image and sound in real time after knowing who a caller is by video image or a voice in response to a connection request from a caller side. <P>SOLUTION: A TV conference apparatus 20 and a TV conference apparatus 30, if being a caller side, transmits a video signal and an audio signal together with a connection request when a connection requesting section 31 transmits the connection request to a terminal of a called side (TV conference apparatus 20 or 30). If the TV conference apparatus 20 and 30 are a called side, when receiving the connection request, a bidirectional connection prior opposite party condition decision section 23 refers to an address table 29c in which an incoming call condition for a terminal of called side (TV conference apparatus 20 or 30) is set, and the sound of an audio signal or a previously set sound are sent from a speaker, and the video image of a video signal or a previously set video image, or a message video image or a video image of LED blinking are sent from a TV.
