PROBLEM TO BE SOLVED: To make an authentication function of application servers usable even in the event that an authentication server has stopped its functions. SOLUTION: The application servers 102, 104 determine whether the authentication server 106 has been stopped; if so, a log-in screen 1200b described by an HTML 1200a with the URL of a user authentication part 222a being the destination of a user ID and a password inputted on a client computer 101 is sent to the client computer 101. Thereafter, the application servers 102, 104 using the sent log-in screen 1200b receive the user ID and the password inputted by the user of the client computer 101, and permit the log-in of the client computer 101 only if the user ID and the password match those registered in user information databases 103, 104.
