PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device which has a circuit constitution which can prevent an offset from ride on a tracking driving signal even when a tracking actuator driving circuit reaches a high temperature. SOLUTION: The optical disk recording and reproducing device has circuit constitution such as that, since the resistance of the side of the output in a low-pass filter 15 is constituted of two series resistances R2a, R2b and the resistance value R2a of the preceding stage of these series resistances R2a, R2b is made smaller than that of the resistance value of the resistance R2b of the post stage and the connection point S between the resistance R2a of the preceding stage and the resistance R2b of the post stage is connected to the input side of an A/D port 6, the potential difference between a tracking output port 12 and the A/D port 6 becomes minimum, and a reference voltage value stored in a reference voltage value storage means 9 becomes very close to an exact reference voltage value and then the accuracy of the comparison result of a comparison means 7 is considerably enhanced and a D/A conversion and offset canceling circuit 10 can output the tracking driving signal on which the offset does not ride.
