PROBLEM TO BE SOLVED: To reduce rotational inertia; and to reduce the size, in a device for transmitting or stopping rotational torque using fluid. SOLUTION: This torque transmitting/stopping device is constituted so that a cross-sectional shape of an opposed disc or an opposed cylinder for constituting a torque generating part, becomes thin for mutually separating from a gripping part. Thus, the disc and the cylinder can be further multiply layered, and not only large torque can be realized by a compact type but also heat removing performance can be improved by reducing the rotational inertia.
