PROBLEM TO BE SOLVED: To provide an inexpensive card key and a locking device while making it difficult to create a duplicate key. SOLUTION: An optical fiber cable 2 holding a plurality of optical fibers at random is embedded in the card key 1. The plurality of optical fibers 3 are densely fixed to the incident end side of the optical fiber cable 2, and the optical fibers 3 are arranged randomly at spaces in a filler on the outgoing end side. A peculiar optical pattern is generated when light is transmitted through the optical fiber cable. The optical pattern of the optical fiber cable of the card key is stored in a nonvolatile memory 18. The optical pattern of the optical fiber cable 2 of the mounted card key 1 is detected by a CCD imaging element 15 and compared with the optical pattern of the optical fiber cable of the card key read from the nonvolatile memory 18.
