PROBLEM TO BE SOLVED: To provide a magnetic recording medium having a ROM area and a RAM area permitting to read with favorable signal strength, and to provide a manufacturing method therefor and a magnetic recording and reproducing device. SOLUTION: The magnetic recording medium is provided with the RAM area 10 where magnetic substances of adjacent tracks are physically separated from each other, and the ROM area 11 of which the width of the magnetic substance in the direction perpendicular to the longitudinal direction of the track is wider than that in the RAM area. In the magnetic recording medium having the ROM area and the RAM area, a reproduction signal from the ROM area and that from the RAM area can be made well-balanced, and further, an authentication area can be arranged.
