PROBLEM TO BE SOLVED: To provide a production method for obtaining a solid powder cosmetic agent which does not cause caking (hardening of the surface of the cosmetic agent that prevents the cosmetic agent from transferring to an application tool), can be favorably transferred to the application tool and is excellent in spreadability at application and impact resistance (impact resistance when dropped on a floor by mistake or when carried in a handbag). SOLUTION: In the production method for the solid powder cosmetic agent, a cosmetic substrate is mixed with a silica flake dispersion, the mixture is filled in a container, and a dispersion medium in the silica flake dispersion is removed through drying to mold the mixture.
