<P>PROBLEM TO BE SOLVED: To significantly reduce cash necessary to operate municipally operated racing and workload and staff for handing cash, at a low cost. <P>SOLUTION: A terminal device 1 of a totalizator system of a municipally operated race course has a ticket issuance part 1-4 for issuing a ticket 5 as an unfixed betting ticket betting on an imaginary race in a format and way equivalent to those of a normal betting ticket 7, and has the function of, at the purchase of the normal betting ticket 7, reading in the ticket 5 via a winning ticket/ticket reading part 1-7 to execute payoff processing and adjusting the purchase amount of the betting ticket 7 with the payoff.
