PROBLEM TO BE SOLVED: To provide a planting soil retaining wall and a slope less deformable in use for retaining soil, strong in use at a sharp gradient position and superior in ease of work and economy with less time and labor, and to provide a bank protecting method. SOLUTION: A plurality of multi-staged wood materials 12 is formed with a first rising portion 11b of a bent wire material 11 fitted through a hole 12a of each wood material 12. The bent wire material 11 is fixed thereto with a connection reinforcing material, and a tensile wire material 21 is mounted at the front end of a bottom side portion 21a of the bent wire material 11 and at the front end of the rising portion 11b. The connection reinforcing material is further fixed with an anchor bolt 30, and a through-hole 15 is formed in communication with a plant growth base material 15 filled in the back face side of each of the plurality of wood materials 12 arranged in multi-stages on the rising portion 11b. Reinforcing planting sheets 1, 1' are placed along the bottom side portion 11a and the back face side of the plurality of wood materials 12 formed in multi-stages or in a range from the bottom side portion 11a over the rising portion 11b.
