<P>PROBLEM TO BE SOLVED: To increase the efficiency of the character input operation of a user, and to improve operability. <P>SOLUTION: A pre-conversion character string assembly part 101 assembles a pre-conversion character string according to the operation of an operating part 1 including ten keys. A conversion processing part 102 retrieves a basic dictionary 13 and a user dictionary 15 by using the pre-conversion character string, and extracts the candidates of a post-conversion character string. A display control part 103 refers to a table 12 for evaluation value adjustment for each of the candidates, and calculates weight corresponding to the contents of the input operation of a non-input character string.
