PROBLEM TO BE SOLVED: To provide a normally closed solenoid valve capable of adjusting pressure minutely and controlling flow rate. SOLUTION: This normally closed solenoid valve 10 has a second spring member 17 provided so as to energize a valve element 18 onto a valve seat 20 side from a movable core 16 side in an end part on the valve seat 20 side of a movable core 16 and a flow-in port 12b for hydraulic fluid on a communicating hole 20c side of a valve seat 20. When spring load that the second spring member 17 applies to the valve element 18 is below liquid pressure reaction force that hydraulic fluid flowing in from the communicating hole 20c side of the valve seat 20 applies to the valve element 18 in accordance with travel of the movable core 16 to a fixed core 14 side while current is carried in a coil 46, the valve element 18 leaves the valve seat 20 to open the valve.
