The method involves allocating time slices to a terminal after it has made a request depending on the available transmission capacity in the network. The data transmission rate is observed separately for each data flow of each terminal and further time slices are allocated to the terminal depending on the observed transmission rate and associated defaults. Independent claims are also included for the following: a controller for a packet-oriented data network and a computer program for a packet oriented data network controller.
