The electrically non-conducting actuator is actuated when an isolating link (3) is withdrawn in order to actuate a movable contact unit (7) connected to a neutral point of a transformer (1) through a neutral fixed part (8). The contact unit is in contact with a ground fixed part (9) connected to ground.
