A hydrocarbon oil for hydrogen production in a hydrogen production system which is reduced in deterioration of reforming efficiency and is less apt to suffer coking on a catalyst in a reformer. The hydrocarbon oil for hydrogen production in a hydrogen production system is characterized by satisfying all of the following requirements: the flash point is 40°C or higher, the sulfur content is 0.3 mass ppm or lower, the aromatic content is 20 vol.% or lower, the naphthene content is 20-50 vol.%, the initial boiling point is 150-210°C, the 90% running point is 220-255°C, the proportion of C13 components is 10-30 mass%, and the peroxide value determined after 13-week storage at 43°C is 2 mg/kg or lower.
