<p><P>PROBLEM TO BE SOLVED: To provide a program capable of automatically and accurately determining the substances, contained in plastic materials. <P>SOLUTION: A peak detection part 14 detects peaks, on the basis of spectra acquired by FTIR measurement. Peak wave numbers (reference data) for every substance stored in a reference data storage part 13, previously determined by measurement are read in a prescribed order. In a determination part 16, measurement data is compared with the reference data in the prescribed order. By determining the order so as to make reference to reference data of a substance first when a characteristic peak of the substance is, for example, detected, it is possible to prevent the substance from being incorrectly recognized as a substance having similar peak wave numbers except the characteristic peak.
