PROBLEM TO BE SOLVED: To reduce an abnormal sound and noise, or absence of a power feeling due to temporal band variation when compressibility is increased. SOLUTION: In a decoding device 30, spectrum generation and composition parts 371 to 374 for power smoothing make power adjustment of a spectrum PCSP for power smoothing based upon quantization precision information, a normalization coefficient, gain control information, and power adjustment information. After a spectrum which is less than a threshold is replaced with the spectrum PCSP for power smoothing or the spectrum PCSP for power smoothing is added to a spectrum SP to perform power smoothing of the spectrum SP.
