PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing a strongly bound powder-bound body which can be used in a high-temperature environment, to provide the powder bound body, and to provide a method and an apparatus for producing an optical diffuser, a method and an apparatus for producing a photocatalyst, an optical diffuser and a photocatalyst. SOLUTION: The powder-bound body is prepared by supplying to a coating means 1 an alkoxide 2 such as alkoxy silane as a binder, adding a powder 3 such as quartz to form a mixture 4 of the powder and alkoxide, coating the mixture on a substrate 5, promoting the chemical reaction of the alkoxide by heat-treatment with a heat lamp or irradiation treatment with a vacuum ultraviolet ray, and thereby causing a bind between powders and between powders and the substrate.
