PROBLEM TO BE SOLVED: To provide a device and a method or the like capable of pressing a user of an illegally-parked bicycle for an independent withdrawal by reducing expenses for the withdrawal of the illegally-parked parking bicycle as much as possible. SOLUTION: The locking device having a lock and a key and making the rotational operation of a pedal impossible without preventing the rotation of handle operation and wheels of a bicycle by putting it on a proper position of the bicycle, and the locking device is locked in the illegally-parked bicycle to make the rotational operation of the pedal impossible without preventing the rotation of the handle operation and the wheels of the illegally-parked bicycle, and let the user of the illegally-parked bicycle to move the illegally-parked bicycle to a place where the key is equipped, and the device and the method pressing the user of the illegally-parked bicycle for the user's independent withdrawal is solved by a using method of the locking device unlocking the locking device locked in the illegally-parked bicycle by making use of the key.
