PROBLEM TO BE SOLVED: To provide a heat insulating material having excellent water absorption preventing property, excellent heat insulating performance and which is industrially advantageously manufactured and to provide, in particular, a heat insulating material for internal concrete placement. SOLUTION: The heat insulating material is obtained by hardening a mixture comprising (i) cement, (ii) SHIRASU baloon and (iii) foamed urethane or foamed polystyrene with (iv) a continuous fiber, a cloth or a continuous fiber-reinforced plastic material.
