<p><P>PROBLEM TO BE SOLVED: To suppress increase of manufacturing cost while equipping with a lighting system capable of precisely illuminating light for an image pickup target in an on-vehicle monitoring device with a surveillance camera. <P>SOLUTION: A drive part driven by a control part turns a support member 7 by using a rotating shaft 9 as the center. When the light is emitted from the lighting system 15, the light is irradiated to the prescribed position side in the cabin through a direction adjustment part 17 in the case where the support member 7 is made in a closed state. At the time, as for the position of the surveillance camera 19, an "intrusion place" possible to intrude into the cabin is made a "non-monitoring position" impossible to monitor. When the light is emitted from the lighting system 15, the light is irradiated to the side of the "intrusion place" without through the direction adjustment part 17 in the case where the support member 7 is turned to be in an open state.
