PROBLEM TO BE SOLVED: To narrow down a specified terminal moving together with a monitoring object terminal from a plurality of terminals. SOLUTION: A telephone number reception means 1a receives the telephone number of the monitoring object terminal 3a from an operator. A home memory station 2 manages position information indicating an area where the terminal is present corresponding to the telephone number of the terminal. A position information acquisition means 1b acquires the position information of the monitoring object terminal 3a from the home memory station 2 by the received telephone number of the monitoring object terminal 3a. A telephone number acquisition means 1c acquires the telephone number of the terminal having the same position information as the position information of the monitoring object terminal 3a from the home memory station 2. A telephone number holding means 1d holds the telephone number of the terminal having the same position information as the one of the monitoring object terminal 3a at all times.
